Mission statement
AETIS – the Association of Electronic Toll and Interoperable Service – was founded as a non-profit making association by nine European companies specialized in the payment of tolling (card and OBU issuing) and fuelling in the European region. Its main goal is to represent the interests of its members as regards the definition, rights and obligations of the EETS Providers and national toll service providers offering EETS services as outlined within Directive 2004/52/EC, Decision 2009/750/EC and any further EU legislation. AETIS now gathers 18 members.
Considering the continued growth of the international transport traffic and the arising need of interoperability of tolling services on the entire European Union road network, the European Commission has defined the conditions of a European Electronic Toll Service as well as the three main stakeholders’ roles:
- Toll Chargers in charge of collecting tolls as taxes or concession fees or duties;
- Service Users who are using tolled infrastructures and liable for tolls;
- EETS Providers who are ensuring interoperability to pay tolls within the European network, by providing a single On-Board Equipment and a single contract to the User.
When the European Commission published its proposal, the Toll Chargers and Service Users roles already existed and had their own representations (ASECAP, IRU) vis-à-vis the EU institutions. The role of EETS Provider was new and therefore parties interested in providing that role decided to found their own representation group: AETIS.
AETIS contributes to the development of the EU EETS framework and promotes initiatives and decisions aimed at implementing this framework in the EU Member States. In that context, the Association and its members:
- exchange expertise and know-how;
- participate in the European Commission actions
- dialogue with the European institutions (e.g. European Parliament and Council) and the Member States;
- interact with other stakeholder representatives (ASECAP, IRU, etc.);
- define the EETS contractual framework;
- review and follow up the EETS Directive Application Guide;
- support all legal actions and lobbying in scope of such activities;
- set up and follow up the EETS organization;
- review and contribute to the definition of norms, interface and any technical issue related to EETS;
- follow-up the national application of Directive 2004/52/EC, Decision 2009/750/EC, Directive (EU) 2019/520, the related Implementing and Delegated Regulations, as well as any related legislation.
AETIS participates in the EETS Facilitation Platform and is a member of the European Commission expert group on electronic tolls.
The work of the Association is strictly in line with anti-competition rules, discussions or exchanges of (commercially) sensitive information amongst AETIS members are explicitly excluded.

Toll4Europe GmbH
Toll4Europe is a joint venture of T-Systems, Daimler Truck, DKV Euro Service and euroShell. Its aim is to be able to serve all of Europe with a single on-board unit and one EETS platform. Toll4Europe has successfully taken their EETS toll system, tailored to different national requirements in each case, through certification procedures and provides electronic tolling services in domains Austria, Belgium including Liefkenshoek tunnel, France, Germany including Herrentunnel and Warnow Crossing, Portugal, Spain, Bulgaria, Hungary, Italy, Switzerland and Poland. Continuous expansion will take place for countries such as Slovenia, the Czech Republic, Slovakia, Norway and bridges between Denmark and Sweden (Øresund/Storebælt).
T-Systems, a pioneer in the area of satellite-based toll systems, brings years of experience in route-based toll collection systems to the effort. Daimler is considered a quality and technology leader in the automotive sector and, as a truck manufacturer, has again and again brought innovations to high-tech transport vehicles. DKV Euro Service has special expertise in the area of toll and payment processing and in customer service. euroShell contributes a century of know-how in the fields of energy and transport and over 30 years’ experience in the European tolling landscape.
tolltickets GmbH
tolltickets GmbH, which was founded in 2007 and is headquartered in Germany, operates in 15 European countries and with more than 450.000 clients, it is one of Europe’s market leader in tolling services. tolltickets became a full-service provider for fuel card issuers in February 2013. Among other things, it offers transaction processing and authorization services and acts as a supplier for a wide variety of toll products. tolltickets is a registered EETS service provider since February 2018.

Additionally, TotalEnergies Marketing Services is an issuer of the Eurotrafic fuel card which allows to pay tolls, optimizes fuel costs and streamlines fleet management.
TotalEnergies Marketing Services launched its first Electronic Toll Device branded PASSango in 2007. Nowadays, PASSango is accredited in Germany, Austria, Belgium, France, Portugal, Spain, Sweden (Øresund bridge) and Denmark (Storebælt bridge). Drivers can use this electronic device to pay the toll and truck parkings.

Trafineo is an IT and service provider for tolls and vehicle related services, based in Germany. Since the foundation in 2009, we have been continuously expanding our range of offers in the fields of On Road Services and Value Added Services.
Our customers profit from an extensive acceptance network throughout the whole of Europe, consisting of a large number of international toll services including a solution for the European Electronic Toll Service (EETS), intermodal services (RoLa) as well as many different parking and washing offers.
